The “Three Seas System” Theory

“Three Seas System” as one of the main research topics of the Center for Culture and Civilization Studies has been developed and formulated as a result of scholarly and public activities of the Center’s team. The results of the theoretical-methodological research of the “Three Seas System” were published in the “Analytical Bulletin”. The director of the Center Professor David Hovhannisyan delivered many reports on this significant theory at different international conferences. Several lectures were also delivered in such research centers like the Carnegie foundation. The theory of the “Three seas system” enables to presentation of modern geopolitical, geo-economical, political and informational processes through the lens of changing categories of time and space. In other words, this concept allows us to distinguish existing conditions for the creation of a new worldview and an image. The concept with an integrated approach monitors and analyzes the new features that have changed the essence of the perception of modern political, economical, cultural and social phenomena. Focusing on the Mediterranean, Black and Caspian seas, and on the spaces between their communicational areal, the concept analyzes in its entirety the developments of this mega-region and reveals the true reasons of different conflicts, explains the true motives of global power centers’ decisions, and implemented programs. The theory pays special attention to the global process of networking. The study of different divergencies in the “Three Seas System” helps to forecast the patterns of developments the megaregion with high accuracy. The Republic of Armenia is a part of a mega-region that encompasses the “Three Seas System”. This fact makes the analysis of the “Three Seas System” especially vital and indispensable for the Republic of Armenia. Understanding the system will enable us to deal with the developments within the region. Moreover, the correct understanding of the system will give us the possibility to plan and implement more effective and universal political initiatives. The main characteristics of the “Three Seas System” are the following: a) the objective need for unified access to natural resources in the region; b) peculiarities of professional development of labor resources and tools; c) relative access and ease of unified communication infrastructures; d) awareness of the prevailing value and universal challenges. In the Middle East, particularly in the Arab world, the escalation of the Israeli-Palestinian conflict, the events around Iran, Central Asia, and Ukraine, as well as the changes of the balance of power in the region during the Second Artsakh War with possible involvement of global players like USA, RF, EU, and Turkey, makes urgent and important to study the “Three Seas System” taking into consideration its capability to calculate and predict the potential risks for the Republic of Armenia, Artsakh and Armenians to develop a strategy of response on time. The main research issues of the topic are:
  • to analyze the role of network systems in the regional political and social processes, their impact on the security of the Republic of Armenia.
  • to study new challenges threatening the security of the Armenian population/nation during and after the Second Artsakh War, as a result of the change of the balance of power in the region.
  • to study the functions of the state and the possibilities of changing its patterns network.
  • to draw the problems mentioned in the study.
  • to offer solutions to existing problems.
  • to publish solutions through discussions, roundtables, lectures, and scientific publications.
  •  to submit proposals to relevant state bodies and institutions based on inquiries.
The long-term goal of the theory is the creation of a computational/digital system that will enable the collection of a large database on a single platform, depicting an unprecedented combination of regional data derived from the concept characteristics. Further, the software team will perform both periodic and target analyzes while having the opportunity to more vividly observe and overview the processes in time-spatial dynamics, to carry out comparative analyzes between different groups.
