“Network State” Theory

In the context of the speed of transformation of the modern world, the recent developments in the region and particularly in Armenia make the need for comprehensive and multi-layered cooperation between Armenia and the Diaspora. Moreover, we need to reveal components of the cooperation as well as the means and tools of that interactions. The development of new concepts in the created geopolitical situation, which will be aimed at enriching the common pan-Armenian agenda in the Armenian communities all over the world, becomes the imperative of the time. Based on scientific studies these new concepts for pan-Armenian networking will be aimed at preserving and developing the identity and historical and cultural heritage of the Armenian people while having practical significance for the creation of new pan-Armenian networks and increasing the security of both Armenia and the Diaspora. The Network State concept developed by the Center, as a new tool for the implementation of the pan-Armenian networking project, can become a conceptual framework for addressing the security issues and challenges for Armenia and the Diaspora. In this direction, the Center conducted a research, the results of which were published in the Analytical Bulletin of the Center entitled “The processes in Armenia in 2018: networked thinking”. The contributions of this issue analyze the reactions of Armenian communities to the events of 2018 in Armenia from both a theoretical and a practical point of view. This contribution and its discussions with the interested sides revealed the necessity and urgency of more comprehensive studies of Armenia-Diaspora relations in accordance with the new tools and framework. Hence, the concept of the Network State was created. The project aims to study Armenia-Diaspora relations and cooperation using the Network State as a new concept/framework of pan-Armenian networking, to develop more objective mechanisms and guidelines for the suggested and developed pan-Armenian networks policy in scientific, professional, educational, cultural, economic and other spheres. Moreover, the need for clarifications of the tools for the implementation of the project and the elimination or transformation of possible obstacles on the way to achieve this goal is becoming a vital one. The implementation of the program will allow proposing new algorithms for the goals stated by the Armenian Government such as the creation and development of pan-Armenian networks, the involvement of the Diaspora in the development of Armenia, the strengthening of pan-Armenian structures. The main research directions are the following:
  • to develop key points of the Network State concept which is analyzing the Armenia-Diaspora relations and to indicate the upcoming steps for its realization,
  • to identify the mechanisms contributing to the networking of Armenians and to describe the relevant tools,
  • to study the possibilities of changing the functions and forms of the state in the logic of networking processes,
  • to study the principles of the value systems interactions and civilizational flows in the conditions of networking
  • to analyze regional socio-political processes affecting the Armenians of Armenia,
  • to formulate the recommendations for relevant government bodies and institutions based on research results.
